Here's the question to debate:
Is it possible to make an effective Space Marine army, particularly Blood Angles, that does not require tanks but can still deal with enemy armor?
I haven't played 40k since around, oh, 1992 and just have no interest in building or painting vehicles but I'm tempted to paint up a Space Marine army. Is that feasible in the current edition or would it be too massive a handicap?

Well Drop Angels wouldn't require any tanks. For taking care of Armour maybe a special character consider a few drop pods with dreads or melta gun's! Tons and Tons of melta!

Mike Sommerville runs a all foot BA list, (not jumpy) and does pretty well with it
